US Targets Taiwan with Proposed Tariffs Amid Forced Labor Concerns

The United States has flagged Taiwan among 60 economies that are allegedly not taking sufficient measures to ban or control imports made with forced labor. Following this identification, U.S. trade authorities have suggested an additional 10% tariff on Taiwan, alongside several other economies. This assessment falls under Section 301 of U.S. trade law, which permits actions against practices deemed detrimental to American business interests. The U.S. administration contends that insufficient enforcement of bans on forced labor imports leads to unfair trading conditions, which in turn negatively affects American businesses.

In the assessment, Taiwan was grouped with economies that have pledged to curb forced labor imports through trade agreements but have yet to fully actualize these commitments within their domestic legal frameworks. Other countries in this category include Bangladesh, Cambodia, Indonesia, and Malaysia. The report highlights that Taiwan has begun taking measures to honor its commitments, but it still lacks a comprehensive legal ban on importing goods produced via forced labor.

The proposed tariffs are not yet set in stone, as Taiwan will have the chance to contest these findings during a hearing scheduled for July 7. A final decision regarding the tariffs is anticipated later in July. This provides Taiwan with a window to address the concerns raised by the U.S. and potentially influence the outcome of these trade measures.

In response, the Taiwanese government has expressed confidence that continued trade talks with the U.S. will sustain favorable trade relations. They also noted that any new tariff implementations would not be immediate, suggesting that there might still be room for negotiation or adjustment before any action is taken.
